Abstract: Every year, we are told that Delhi faces a pollution problem and yet, the problem is a regional one affecting the North Indian states of Punjab, Haryana, Uttar Pradesh and Rajasthan. The hue and cry over pollution from stubble burning lasts for about a month, after which the issue no longer makes headlines, even as the smoke from crop stubble burning spreads over the eastern and south eastern coast of India.
